Awarding of Partisan Priest Fyodor Puzanov (1944)

This historical photograph captured in 1944 by war correspondent Vladimir Kapustin depicts a unique moment in Soviet partisan history. Colonel Konstantin Dmitrievich Karitsky, commander of the 5th Leningrad Partisan Brigade and Hero of the Soviet Union, attaches the Medal "To a Partisan of the Patriotic War" 2nd Class to the cassock of Father Fyodor Andreevich Puzanov (1888–1965), priest of the Church of St. George in the village of Khokhlovy Gorki, Pskov region.

Father Fyodor, a decorated St. George Cross veteran of World War I, served as an active intelligence operative for the Soviet partisan movement throughout the German occupation of the Pskov and Leningrad regions.

Undercover Intelligence and Support Operations

Exploiting the relative freedom of movement permitted to village clergy by German occupation authorities, Father Fyodor maintained a sophisticated dual role on the occupied territory:

  • Tactical Reconnaissance: Utilizing his mobility between rural parishes, he gathered critical intelligence regarding German troop movements, defensive fortifications, and supply columns, passing details directly to the 5th Leningrad Partisan Brigade.
  • Logistical Support: He organized clandestine collections of food, winter clothing, and medical supplies from local parishioners to sustain partisan units operating in nearby forests.
  • Counter-Propaganda: While performing religious rites, Father Fyodor secretly distributed Soviet news bulletins, informing rural populations of the true situation on the front lines and countering German wartime propaganda.

Rescue of Civilian Population in January 1944

During the German retreat from the Pskov region in early 1944, Father Fyodor executed a daring civilian rescue operation:

  • Forced Evacuation Order: German forces attempted to forcibly deport his entire village parish to the rear for forced labor, placing the column under Father Fyodor's direct custody during transport.
  • Evasion Action: When German military escorts withdrew after fifteen kilometers, leaving him in charge under threat of execution, the priest instructed over 300 villagers to immediately disperse and return home into hiding until Soviet regular forces liberated the area.
