According to the decision of the X Congress of the Komsomol (1936), pioneer outposts, originally created as an association of pioneers and Octobers (children’s and adolescent organizations in the USSR) of a particular school with the aim of organizing pioneering influence on students, become the center for organizing schoolchildren’s free time at the place of residence. Outposts were created in houses where a sufficient number of children (20-50 people) lived.
