Winston Churchill and Franklin Roosevelt at the Second Quebec Conference – (codenamed “QUADRANT”) was a summit meeting between the United States and Great Britain held in Canada from August 17 to August 24, 1943.
The meeting was attended by the Prime Minister of Great Britain Winston Churchill and Franklin Roosevelt, the President of the United States, the chiefs of staff of these countries, as well as the representative of China Song Ziwen.

The conference confirmed the intention of the United States and Great Britain to open a second front in Europe no earlier than May 1944. Negotiations between the chiefs of staff concerned the war against Japan and the provision of effective assistance to China. Issues about relations with the French Committee of National Liberation, the conditions of Italy’s surrender, its withdrawal from the fascist bloc and joining the anti-Hitler coalition were also considered.
