Colonel Viktor Matveevich Lebedev, member of the Military Council of the 62nd Army of the Stalingrad Front, in the dugout in the Battle of Stalingrad.

Victor Lebedev was the first builder of the city of Molotovsk (now Severodvinsk, Arkhangelsk region). At the time of the start of the Great Patriotic War, he was acting as the 1st Secretary of Molotov CC of the All-Union Communist Party of Bolsheviks. In November 1941, Viktor Lebedev mobilized in the Red Army. After graduating from the Higher Courses of the Red Army in June 1942, he was sent to the front as a member of the Military Council in the 62nd Army with the rank of regimental commissar. Viktor Lebedev died on December 5, 1943 in the city of Dnepropetrovsk.
