The Hero of the Soviet Union, the commander of the 1st Volunteer Detachment of Seamen of the Northern Navy, Sergeant Vasily Pavlovich Kislyakov.

In August 1941, Senior Sergeant Vasily Kislyakov became the first Hero of the Soviet Union in the Northern Navy.
