In 1939, under the Act on Universal Military Duty in the USSR, pre-conscription training for senior classes was introduced. During the 1939/1940 school year, more than 104.6 thousand school military circles were established in the country. This innovation made it possible to replenish the Armed Forces with draftees prepared for military service.
