Members of the Government of the USSR and the leaders of the Kuibyshev region take a military parade and a demonstration of workers on November 7, 1941 on the square named after V. Kuibyshev in the city of Kuibyshev. In the center is Marshal of the Soviet Union Kliment Yefremovich Voroshilov – a member of the State Committee of Defense and a representative of the Headquarters for the formation of troops. To his left, Mikhail Ivanovich Kalinin – Chairman of the Presidium of the Supreme Soviet of the USSR. Next to them – the leaders of the Kuibyshev region.

On October 15, 1941, the Government of the USSR, the Supreme Soviet of the USSR, diplomatic missions and large cultural institutions were evacuated to the city of Kuibyshev. In the event the Nazis captured Moscow, in which the headquarters of the Supreme Command, the State Defense Committee and the General Staff of the Red Army remained, the city of Kuibyshev was to become the new capital of the USSR.
